problem with transfer from pc to iphone

Hello,
Please help. 

I can't drag movies with databases from a PC to my mobile phone. Ip address does not work and unfortunately you can't drag movies even over itunes cable :-( (filmotech, iphone, itunes, windows has the latest version)
please how to do it?
